Urgent Appeal: Arbitrary arrest and detention of human rights defender

On 14 August, HRDF Thailand sent an urgent letter of appeal to Prime Minister and Ambassador (to the Kingdom of Thailand), H.E. Mr. Kazi Imtiaz Hossain, of the Peoples’ Republic of Bangladesh and the President of Odhikar, Dr. C. R. Abrar, calling for the immediate release of prominent human rights lawyer and activist Mr. Adilur Rahman Khan.

เมื่อวันที่ 14 สิงหาคม 2556 มูลนิธิเพื่อสิทธิมนุษยชนและการพัฒนา หรือ HRDF ได้ออกหนังสือข้อเรียกร้องด่วน ถึงนายกรัฐมนตรี นาง Sheikh Hasinaเอกอัครราชทูตประจำประเทศไทย นาย Kazi Imtiaz Hossain ของสาธารณรัฐประชาชนบังคลาเทศ และประธานมูลนิธิ Odhikar ดร. Dr. C. R. Abrar เพื่อเรียกร้องให้ปล่อยตัวนาย Adilur Rahman Khan นักสิทธิมนุษยชนจากองค์กร Odhikar ประเทศบังคลาเทศ

Mr. Adilur Rahman Khan is the secretary of Odhikar (a Bangladesh-based human rights monitoring and awareness group) who was arbitrarily arrested and detained by authorities at his residence in Dhaka at 10.20pm on 10 August, 2013.

นาย Adilur Rahman Khan เป็นนักกิจกรรมด้านสิทธิมนุษยชน ทนายความ และเลขานุการของโอดิกา หรือ Odhikar ซึ่งเป็นองค์กรที่ทำงานด้านสิทธิมนุษยชน นาย Adilur ได้ถูกจับกุมและควบคุมตัวโดยไม่มีหมายจับ อันเป็นการควบคุมตัวตามอำเภอใจ ที่บ้านพักในเมืองธากา เมื่อเวลา 22.20 นาฬิกา ของวันที่ 10สิงหาคม 2556

The arrest has shocked the human rights community worldwide and has been condemned by a number of high profile organizations who have submitted calls to the government for his immediate release.

การจับกุมตัวดังกล่าว ก่อให้เกิดการตื่นตัวและจับตามองของเครือข่ายผู้ทำงานด้านสิทธิมนุษยชนทั่วโลก และมีองค์กรด้านสิทธิมนุษยชน เป็นจำนวนมากได้ร่วมกันประนามและทำหนังสือท้วงติงไปที่รัฐบาลบังคลาเทศเพื่อเรียกร้องให้มีการปล่อยตัวนาย Adilur ในทันที

Urgent Appeal

Subject: Arbitrary arrest and detention of human rights defender

Attention: His Excelleny Mr. Kazi Imtiaz Hossain
Dear Ambassador,
The Human Rights and Development Foundation (HRDF) Thailand is concerned about the recent arrest of the prominent human rights defender, Mr. Adilur Rahman Khan and urges the Government of Bangladesh to secure his immediate release.
Arbitrary arrest and detention in Bangladesh often is accompanied by torture and other inhumane practices, which have directly led to severe injury and even deaths of suspects while in custody.
HRDF Thailand and the wider global human rights community are thus deeply concerned for Mr Khan’s safety while in custody. We are also concerned that the arbitrary arrest of Mr. Khan will endanger the security of other human rights defenders in Bangladesh.
The Government of Bangladesh must adhere to its obligations under various human rights treaties, including the UN Declaration on Human Rights Defenders, adopted by the General Assembly on December 9, 1998, which calls on it to protect the human rights of its citizens, stating;

(Article 1) “everyone has the right, individually and in association with others, to promote and to strive for the protection and realization of human rights and fundamental freedoms at the national and international levels”, and;

(Article 12.2), that the State shall, “take all necessary measures to ensure the protection by the competent authorities of everyone, individually and in association with others, against any violence, threats, retaliation, de facto or de jure adverse discrimination, pressure or any other arbitrary action as a consequence of his or her legitimate exercise of his or her rights”;

Consequently, HRDF Thailand urges the Government of Bangladesh to take the following action:
Immediately release Mr. Adilur Rahman Khan;
Guarantee, in all circumstances, Mr. Adilur Rahman Khan’s physical and psychological integrity, and;
End all forms of harassment against Mr. Adilur Rahman Khan and his organization, Odhikar.
Ensure that principles of rule of law are respected in conducting investigation and enquiry
