{"id":2541,"date":"2021-04-23T11:42:52","date_gmt":"2021-04-23T15:42:52","guid":{"rendered":"http:\/\/hrdfoundation.org\/?p=2541"},"modified":"2021-04-23T11:42:52","modified_gmt":"2021-04-23T15:42:52","slug":"open-letter-to-asean-leaders-on-the-occasion-of-the-asean-leaders-summit-on-myanmar-24-april-2021-jakarta","status":"publish","type":"post","link":"https:\/\/hrdfoundation.org\/?p=2541","title":{"rendered":"OPEN LETTER TO ASEAN LEADERS on the occasion of the ASEAN Leaders Summit on Myanmar 24 April 2021, Jakarta."},"content":{"rendered":"<p><!--more--><\/p>\n<p><a href=\"https:\/\/hrdfoundation.org\/wp-content\/uploads\/2021\/04\/1619182230351-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" size-full wp-image-2542 aligncenter\" src=\"https:\/\/hrdfoundation.org\/wp-content\/uploads\/2021\/04\/1619182230351-1.jpg\" alt=\"1619182230351\" width=\"597\" height=\"190\" data-id=\"2542\" srcset=\"https:\/\/hrdfoundation.org\/wp-content\/uploads\/2021\/04\/1619182230351-1.jpg 597w, https:\/\/hrdfoundation.org\/wp-content\/uploads\/2021\/04\/1619182230351-1-300x95.jpg 300w\" sizes=\"auto, (max-width: 597px) 100vw, 597px\" \/><\/a><\/p>\n<p class=\"p1\"><b><span class=\"Apple-converted-space\">\u00a0\u00a0<\/span><\/b><\/p>\n<p class=\"p2\" style=\"text-align: center;\"><b>OPEN LETTER TO ASEAN LEADERS<\/b><\/p>\n<p class=\"p3\" style=\"text-align: center;\"><b>on the occasion of the ASEAN Leaders Summit on Myanmar<\/b><\/p>\n<p class=\"p3\" style=\"text-align: center;\"><b>24 April 2021, Jakarta.<\/b><\/p>\n<p class=\"p4\">\n<p class=\"p4\"><b>WE<\/b>, the citizens and people of ASEAN and the region representing national, regional and international organisations and networks of peoples\u2019 alliances welcome the initiative of the President of Indonesia, Joko Widodo, to convene a Meeting of ASEAN leaders in Jakarta on 24 April 2021 to discuss the escalating crisis in Myanmar.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p4\"><b>WE WELCOME <\/b>the urgent call by the United Nations Secretary-General Antonio Guterres to ASEAN for <i>\u201ca robust international response grounded on a unified regional effort\u201d and \u201curging regional actors to leverage their influence to prevent further deterioration and, ultimately, find a peaceful way out of this catastrophe\u201d.<\/i><\/p>\n<p class=\"p4\"><b>WE RECOGNISE<\/b> the presence of the UN Special Envoy on Myanmar, Christine Schraner Burgener, in the region and her presence during the ASEAN Leaders Summit in Jakarta on 24 April 2021 and demand her access to visit Myanmar urgently.<\/p>\n<p class=\"p4\"><b>WE SUPPORT<span class=\"Apple-converted-space\">\u00a0<\/span><\/b> the recent statement by former United Nations Secretary-General and deputy chair of The Elders, Ban Ki Moon that <i>\u201cASEAN must make it clear to the Myanmar military that the current situation is so grave that it cannot be regarded only as an internal matter\u201d and to \u201cmove beyond statements to collective action\u201d.<\/i><\/p>\n<p class=\"p4\"><b>WE WELCOME<\/b> the statements made by the Governments of Indonesia, Malaysia, the Philippines and Singapore calling for an immediate stop to the violence against unarmed civilians including children in Myanmar and for the release of the detained political leaders of the rightfully elected NLD governments as well as countless journalists, artists, health workers, employees, civil servants, men, women and children all over the country.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p4\"><b>WE STRONGLY CONDEMN AND REJECT <\/b>the decision of ASEAN to invite the Myanmar military junta leader, Senior General Min Aung Hlaing, to attend the ASEAN Leaders Summit in Jakarta, which we see as a clear violation of ASEAN Charter\u2019s principle of the \u201cnon-interference\u201d, and provides legitimacy in the eyes of the international community and the people of ASEAN to the genocidal slaughter being committed by the military regime against its own citizens and people in Myanmar.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p4\"><b>WE BELIEVE<\/b> that since Myanmar\u2019s membership of ASEAN in 1997, it has been ASEAN\u2019s \u201cweakest link\u201d and therefore the current crisis and its cross-border ramifications will have serious detrimental consequences and impact on Governments and people of all the countries of ASEAN and beyond. Even more alarming is the fact that since the military coup on 1 February 2021, Myanmar is rapidly sliding into becoming a \u201cfailed state\u201d in ASEAN and the region.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p4\"><b>WE FIND IT UNACCEPTABLE <\/b>that some Governments in ASEAN are using COVID-19 as a pretext or excuse for inaction or are imposing restrictions on the access and delivery of urgent humanitarian assistance to the thousands of internally-displaced peoples on the Thai-Myanmar border regions by Thai NGOs and other international humanitarian organisations.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p4\"><b>WE BELIEVE <\/b>that the situation in Myanmar today is testing the very credibility and relevance of ASEAN as a regional inter-governmental body in the eyes of the international community and especially<span class=\"Apple-converted-space\">\u00a0 <\/span>WE the citizens and peoples of ASEAN.<\/p>\n<p class=\"p4\">We therefore demand that:<\/p>\n<ol class=\"ol1\">\n<li class=\"li4\">ASEAN immediately invite representatives of the National Unity Government (NUG)<span class=\"Apple-converted-space\">\u00a0 <\/span>who are the elected representatives of the people of Myanmar. ASEAN leaders will not be able to achieve anything at this Summit to solve the current crisis without consulting and negotiating with the rightful representatives of the peoples of Myanmar as expressed in the 2020 general election;<\/li>\n<li class=\"li4\">ASEAN call<span class=\"Apple-converted-space\">\u00a0 <\/span>for an immediate stop to the violence, imprisonment and<span class=\"Apple-converted-space\">\u00a0 <\/span>extra-judicial killings of the people<span class=\"Apple-converted-space\">\u00a0 <\/span>and foreign citizens in Myanmar;<\/li>\n<li class=\"li4\">ASEAN call for the urgent and unconditional release of all political prisoners and detainees \u2013 including the legitimate leaders of the National League for Democracy (NLD), President, Chair of the Union Election Commission and its senior staff;<\/li>\n<li class=\"li4\">ASEAN \u2013 under Thailand\u2019s leadership \u2013 open up a \u201chumanitarian corridor\u201d along the Thai-Myanmar border to enable Thai humanitarian NGOs, international organisations<span class=\"Apple-converted-space\">\u00a0 <\/span>and UN agencies to provide immediate and urgent relief and assistance to thousands of people displaced and presently seeking refuge in the forests and jungles of the Salween River along the border. This is not something new or unprecedented \u2013 in 2008 ASEAN leaders established a \u201cTask Force on Humanitarian Assistance to Myanmar\u201d in response to the Nargis Cyclone, and again during the Rohingya Crisis. if this can be done by ASEAN leaders for a natural disaster and a refugee crisis, there is no reason or justification for it not to be done in the present situation of war crimes, crime against humanity,<span class=\"Apple-converted-space\">\u00a0 <\/span>genocide and armed suppression of the peaceful protesters in Myanmar;<\/li>\n<li class=\"li4\">ASEAN to intensify the dialogue and negotiations with the UN Security Council \u2013 under the leadership of Vietnam (as President of the UN Security Council) to work towards a peaceful crisis resolution in Myanmar \u2013 and involve other UN agencies (especially OHCHR, and UNHCR);<\/li>\n<li class=\"li4\">ASEAN not resort to the <i>\u201cnon-interference in internal affairs<\/i>\u201d principle of the ASEAN Charter as an excuse to delay or detract from its commitment to democracy, human rights and security in the region as expressed in the ASEAN Human Rights Declaration;<\/li>\n<li class=\"li4\">Thailand seek ASEAN support for declaring a \u201cno fly zone\u201d along the Thai-Myanmar border regions as it directly threatens the national security of Thailand and the spill-over to countries in the ASEAN region and beyond;<\/li>\n<li class=\"li4\">Those ASEAN countries with economic, trade and commercial agreements and business in Myanmar should immediately suspend all business dealings, especially with those companies controlled by the Tatmadaw and its proteges (such as Myanmar Economic Holdings Public Co.
