Consultancy on Data Collection, Feedback Survey, and Capacity Assessment of Migrant Workers on labour rights, collectively bargain, negotiating and advocacy.

1. Background and Rationale

Migrant workers in Thailand continue to face challenges in accessing labour rights, collectively bargain, negotiating and advocacy. Capacity-building efforts have been conducted by HRDF and partners, but there is a need to systematically collect feedback from participants, assess the effectiveness of interventions, and identify gaps for future programming. This consultancy aims to generate evidence through field data collection, surveys, and stakeholder consultations in priority provinces (Samut Sakhon, Chiang Mai, and Tak).

2. Objectives

The consultancy will:

  1. Collect feedback from migrant workers who have participated in training, labour rights, collectively bargain, negotiating and advocacy.
  2. Assess the capacity and knowledge gaps of migrant workers related to labour rights, collectively bargain, negotiating and advocacy.
  3. Document lessons learned and recommendations for strengthening future interventions.
  4. Validate findings with key stakeholders including government, CSOs, and the private sector.

3. Scope of Work

  • Develop a data collection plan and survey tools (with gender-responsive and inclusive approaches).
  • Conduct field data collection (focus groups, surveys, and interviews) in 3 provinces:

6. Required Qualifications

  • Proven experience in data collection, survey design, and qualitative/quantitative research.
  • Knowledge of labour rights, migration issues, and worker organizing in Thailand.
  • Experience conducting FGDs and surveys with vulnerable or low-literacy groups.
  • Fluency in Thai and English.
  • Strong report-writing and analytical skills.

7. Reporting and Supervision

The consultant will report to HRDF Project Manager. All materials produced will remain the intellectual property of HRDF and may not be shared without prior written consent.
